Public Information Meeting: North Coleman Projects

The City of Roswell will be hosting a combined initial public information meeting associated with two transportation projects on Thursday, December 13, 2018, from 6:30 PM to 8:30 PM at Roswell City Hall, Council Chambers (2nd Floor).

The purpose of this meeting is to introduce project team members to the community and present an overview of the initial design concept associated with each project. Additionally, this initial meeting will offer the community the opportunity to participate in project development and decision-making process, and for staff to gain a better understanding of project issues and opportunities from a local perspective.

ABOUT THE PROJECTS

Proposed Mini-Roundabout and New Monument Sign at North Coleman Road and Lake Crest Road

Mini-roundabouts can address a variety of capacity and safety problems; most notably, they can dramatically improve the safety and efficiency of side-street left-turns without signalization or unnecessary all-way stop control. Staff had identified the intersection of North Coleman Road and Lake Crest Drive as a highly suitable location for installation of a mini-roundabout. Installation of a mini-roundabout here would be effective in mitigating some of the traffic issues cited by area residents, and would provide opportunity to develop a golf cart/personal transportation vehicle (PTV) crossing to Canton Street. This past summer, a crash occurred resulting in substantial damage of the existing Land of Lakes monument sign at the intersection. After an investigation, City staff became aware that both monument signs were within public right-of-way, and therefore were unable to issue a permit to repair the monument per Roswell Code of Ordinance Section 18.2.1(a). RDOT staff has proposed that the mini-roundabout project incorporate a new Land of Lakes monument sign into the project comprising of a safe breakaway design.

Proposed North Coleman Road and Woodstock Road Traffic Signal Design Options

RDOT staff has determined that a traffic signal is warranted at the intersection of North Coleman Road and Woodstock Road. However, there are a few large historic trees bordering the intersection creating significant construction and signal visibility challenges. The largest tree has several large limbs that would obstruct the view of signal heads and prevent the signal support wires from attaining the required height. Transportation staff is evaluating alternative signal designs to preserve the historic trees while creating a safe traffic control condition for all users, and seeks input from the community on the locally-preferred design option.
